The Chief Executive, Eddie Fraser, is the Returning Officer for elections and Counting Officer for referendums.
UK Parliamentary elections
For UK Parliamentary elections this includes the Kilmarnock and Loudoun Constituency.
Scottish Parliamentary elections
For Scottish Parliamentary elections this includes the Carrick, Cumnock and Doon Valley Constituency and the Kilmarnock and Irvine Valley Constituency
Local elections
For local elections and by-elections this includes the East Ayrshire Council area.
Responsibilities
The Chief Executive is in charge of:
- setting up polling places
- managing the postal vote process
- providing staff to work at polling stations
- counting the votes
- declaring the results for elections and the local totals for the Scottish Parliament Regional vote and referendums
Data protection
In compliance with Data Protection law, the Returning Officer has registered as a Data Controller with the Information Commissioner's Office (ICO). Registrations can be viewed at ICO: Register of fee payers
As a Data Controller, the Returning Officer determines the purpose and methods for processing information and ensures safeguards over any personal and/or sensitive information they handle.
