The Chief Executive, Eddie Fraser, is the Returning Officer for elections and Counting Officer for referendums. 

For UK Parliamentary elections this includes the Kilmarnock and Loudoun Constituency and for Scottish Parliamentary elections this includes the Carrick, Cumnock and Doon Valley Constituency and the Kilmarnock and Irvine Valley Constituency and for local elections and by-elections the East Ayrshire Council area.

He is in charge of

  • setting up polling places
  • managing the postal vote process
  • providing staff to work at polling stations
  • counting the votes
  • declaring the results for elections and the local totals for the Scottish Parliament Regional vote and referendums 

In compliance with Data Protection law, the Returning Officer has registered as a Data Controller with the Information Commissioner's office (ICO).  Registrations can be viewed on the ICO website.
