Multi Agency Public Protection Arrangements (MAPPA) provide a framework for assessing and managing risks posed by certain categories of offenders.

MAPPA brings together the expertise and resources of key agencies to develop and deliver plans to protect the public from being harmed by individuals who may pose a risk. MAPPA specifically covers:

  • registered sex offenders
  • offenders assessed as posing a risk of serious harm to the public
  • restricted patients

Local arrangements

A Strategic Operation Group (SOG) has responsibility for the planning, performance and improvement of MAPPA in South West Scotland. The SOG consists of senior representatives from each of the area's responsible authorities:

  • East Ayrshire Council
  • North Ayrshire Council
  • South Ayrshire Council
  • Dumfries and Galloway Council
  • Police Scotland
  • Scottish Prison Service
  • NHS Ayrshire and Arran
  • NHS Dumfries and Galloway

Representatives from agencies with a Duty to Co-operate attend as appropriate or necessary.

Annual report

The SOG has a duty to produce an annual report for South West Scotland.

The annual report highlights key areas of activity undertaken by MAPPA partners in this area, noting local or national developments and providing information on performance in relation the management of offenders:
