Council strategic framework 2022–2027
Our Council Strategic Framework 2022–2027 supports our existing arrangements to continue practicing good governance, and improvements over the next five years to deliver the best possible outcomes for our communities.
Community planning
Working with our Community Planning partners, we produce the Community Plan to drive forward all the projects which contribute to our joint objectives, and the Local Outcomes Improvement Plan (LOIP) to show whether or not we have achieved our goals.

Service plans, policies and strategies
In addition, the Council has a range of plans, policies and strategies which are based on a particular activity. These include topics such as Housing and Waste Management.
Many of these are published elsewhere on our website and a basic topic search should help you to find the policy you are interested in.
All of the key plans, policies and strategies within the Council must first be approved by Cabinet, while scrutiny is carried out by the Governance and Scrutiny Committee.

Financial regulations
Robust financial management is at the centre of our ability to achieve its strategic objectives, to deliver high quality services to the local community and to ensure that public money is safeguarded at all times.
The Financial Regulations (PDF 763 KB) set out the framework for the discharge of responsibilities by establishing a strong framework for implementing and maintaining good financial management across the Council and they apply to all officers and elected members of the Council and anyone acting on its behalf.
Counter fraud and corruption strategy
We are responsible for establishing arrangements for the prevention and detection of fraud, error and irregularities, and bribery and corruption.
The Counter Fraud and Corruption Strategy (PDF 419 KB) summarises the arrangements in place to help protect the Council from fraud and corruption which helps to ensure that Council funds and resources are used appropriately in delivering services and strategic framework objectives.
