The purpose of this guidance is to give a brief overview of the Building Standards Service and answer some of the questions you might have about how it works to help readers who are unfamiliar with the Building Standards system in Scotland.

If you propose to erect a new building, to alter or extend an existing building, to convert a building or to demolish a building, you will normally require permission from a verifier. At present, the verifier is the Building Standards Service of the local authority where the work is to be carried out.

This guidance deals only with the Building Standards system and you should be aware that other statutory requirements may also apply to the work proposed, such as:

Planning permission is a separate matter and further guidance may be obtained from the Planning Service.

Building regulations

Building Regulations are legal requirements setting down the minimum standard that must be observed by anyone planning to construct, alter or change the use of a building and are currently covered by the Building (Scotland) Act 2003.

These regulations are put in place to ensure that building work on both new and existing properties meets reasonable standards in relation to the safety and convenience of users, conservation of fuel and power and sustainable development.
