A development framework for the Hagshaw Energy Cluster: Planning for Net Zero (PDF 12.77Mb)
Development framework
Through a collaborative process involving East Ayrshire and South Lanarkshire Councils, the renewable energy industry, NatureScot and other stakeholders a development framework for the Hagshaw energy cluster has been produced. The Hagshaw cluster is centred on Hagshaw Hill and sits to the west of the M74 motorway, surrounded by the communities of Muirkirk, Coalburn and Douglas.
The frameworks sets out a vision for the future of the area and identifies opportunities for future development and enhancements, across a range of themes such as:
- recreation
- habitat enhancement
- renewable energy output
- local economic benefits
Together, East Ayrshire Council and South Lanarkshire Council intend to adopt the framework as non-statutory planning guidance. The framework will then support the implementation of the East Ayrshire Local Development Plan (2017) and the South Lanarkshire Local Development Plan 2 (2021).
Consultation
We want your feedback and thoughts on the draft guidance. All representations will be considered and taken into account as the two councils seek to finalise the guidance.
Please note that South Lanarkshire Council is also consulting on the guidance over the same time period. The two councils will share the representations received, so there is no need to respond to both councils separately.
