Identity verification for applicants who don’t have an Android device
We are one of the local authorities providing identity document scanning for those applying to the EU Settlement Scheme.
This service is available to resident EU citizens with a valid EU passport, and to their non-EU citizen family members with a biometric residence card issued by the UK.
If you do not have access to an Android device with near field communication (NFC), you can make an appointment to bring your passport or biometric residence card to us, where it can be scanned and verified for you. The purpose of the scan is to confirm your identity so that you will be able to make an application to the EU Settlement Scheme. You must not start your application before you attend your appointment.
When the scheme is fully live at the end of March, use of the app will be optional, and you will also be able to send your identity document to the Home Office by post to verify your identity.

What to bring to your appointment
- your current valid EU passport or valid biometric residence card
- a mobile phone that can receive text messages or a device that can receive email
Please note this service does not currently accept national identity cards. Only the identity documents listed above can be checked. We will not need to keep your identity document and in most cases, you will not be asked to send it anywhere else during your application.
The cost of the identity document scanning service is a non-refundable fee of £14 (including VAT) payable at the time of booking.
In some cases, the Home Office may ask you to attend a further appointment or send in your identity document for a decision to be made on your application.
