The Local Housing Strategy (LHS) 2019-2024 was finalised and received Cabinet approval in November 2019. A full EQIA was conducted as part of the development of the strategy and all equality impacts were considered at that time. The Housing Asset Management Framework (HAMF), the Housing Improvement Programme (HIP) and the Strategic Housing Investment Plan (SHIP), all sit within the LHS hierarchy and are informed by this Plan
All Local Authorities are required to submit a Strategic Housing Investment Plan that shows how the affordable housing investment priorities articulated in their LHS will be delivered in practice as a delivery mechanism for the LHS. The document provides a high level description of LHS investment priorities during the lifetime of the Plan, and identifies the resources required.
The HAMF was developed to take cognisance of the Housing Need and Demand Assessment and Local Housing Strategy to ensure that East Ayrshire Council's housing stock meets the present and future needs of our tenants, sustainability of tenancies is improved and the best use of Council resources is made.
The HIP complements and links directly to both the HAMF and the SHIP. The Council's approach to ensuring that there are vibrant, sustainable communities is concerned not just with environmentally friendly homes but with the physical and social condition and stability of our communities. This is reflected in the Council's approach to Community Regeneration via the HAMF, HIP and SHIP.
The HAMF, HIP and SHIP are informed by the LHS and collectively work towards achieving the overarching strategic vision for Housing Services. As a full EQIA has been undertaken for the LHS, any equality impacts for the HAMF, HIP and SHIP have already been identified and recorded as part of the LHS assessment and, as such, no separate assessment is required for the HAMF, HIP and SHIP.
