Changes to the Civic Government (Scotland) Act 1982 requires Local Authorities to pass a Resolution if they wish to licence Sexual Entertainment Venues (SEVs) and in so doing require the Local Authority to prepare a Sexual Entertainment Venue Policy Statement. The Local Authority has determined that the number of venues able to operate within East Ayrshire be set at Nil. Although any application lodged must be considered and dealt with on merit, the policy position is not to grant a SEV Licence in East Ayrshire. As there is no impact or discrimination on the groups stated above an Equality Impact Assessment is not required. The policy will be reviewed as required and further EQIAs will be undertaken during the review process.
