Authorised officers of East Ayrshire Council have the power to issue a Fixed Penalty Notice (FPN) charge as an alternative to prosecution for environmental offences such as littering and accumulations of waste that attract vermin.

Getting a fixed penalty notice

The FPN will usually be issued at the time of the offence and will say which offence you have committed, and the penalty amount you are liable for.

In some cases, you will receive it by post after you committed the offence.

How to pay a fixed penalty notice

As a guide, most FPNs must be paid within 14 days but full instructions can be found on the penalty notice. Please note you must wait one working day from the date of issue before making a payment.

The quickest and easiest way to pay is online.

You will need:

  • your nine digit FPN unique code, which is shown on the notice issued at time of offence
  • the surname of the person it was issued to

Payments can be made using a Debit or Credit Card or PayPal.

Non-payment of a fixed penalty notice

Non-payment of FPNs is a matter which would be the subject of a report to the Procurator Fiscal.

After successful prosecution, you may have to pay more in fines, an FPN is a conditional offer to waive that risk and pay to avoid prosecution for the offence.
