This is a proposed four year prison based employability programme at HMP Kilmarnock, aimed at supporting people in custody nearing release to transition into meaningful employment. This programme looks to utilise the Individual Place and Support (IPS) model which is a highly effective, evidence based approach that has been adapted to help vulnerable people including those leaving prison. As part of the programme there will be pathways in place to support people into sustainable employment, one of the pathways is the Fresh Start Programme where individuals will have the opportunity to apply for training assistant posts within the Council to gain work experience across services such as Housing & Communities, Facilities & Property Management, Ayrshire Roads Alliance.

This programme will impact a small proportion of the community living in East Ayrshire, the programme will only impact approximately18 individuals each year over the 4 years, and therefore has an low impact in relation to equality and the Fairer Scotland Duty.
