EDUCATIONAL SERVICES

Resources Section

The key functions of the Resources Section are:

  • EMA

  • Bursaries

  • Budget Planning and monitoring

    The section compiles annual budgets for all areas of the Education Service and is responsible for monitoring financial spending throughout the year. In conjunction with Corporate Finance the Resource Section prepares four weekly monitoring statements for all budget holders and produces Budgetary Control reports for the Education and Social Work Committees and the Budget Scrutiny Group.

    All budget planning and monitoring activities involve detailed discussion and consultation with service providers to ensure that spending plans are linked closely to Council objectives. All central orders are processed through the Resource Section.

  • Delegated budgets

    The Resource Section is responsible for setting annual budgets for all the Council's educational establishments, including Early Years, Primary, Secondary and Special schools. The Section also liaises with establishment Heads to update the devolved management of resources (DMR) Scheme of Delegation. This document advises Heads of the spending limitations on each budget line and advises them of procedures to move budgets to other chosen areas of spend. Schools have delegated responsibilty for purchase ordering.

  • Personnel (other than teachers)

    The section has responsibility for all personnel matters, with the exception of teachers. The Personnel teams ensure that the Council's employment policies and procedures are followed. The teams provide assistance and support to officers within Education and Social Work on personnel related issues.

  • Health and Safety

    The Resource Section prepares annual Health and Safety plans for both Education and Social Work, with input from service practitioners. The section monitors health and safety performance across the department throughout the year and reports to the departmental Health and Safety committees on progress against the agreed action plans.

  • Procurement

    The responsibility for ensuring that Educational and Social Service's staff follow Council standing orders and policies in relation to procurement rests with Resource Section. The section represents the department on corporate bodies which determine strategic procurement guidance for all areas of spending.

  • PPP

  • ICT Infrastructure

    The section is accountable for supporting the ICT infrastructure across all Education and Social Work premises to ensure that service providers are given effective communication systems to liaise with clients and all stakeholders. The support for schools includes a distinct ICT support team which works in tandem with Corporate IT and Head Teachers.

  • Administration

    The administrative functions of the Department are delivered through the Resource Section. This includes the distribution of mail to schools and the issuing of Standard Circulars.
