ROAD SAFETY PLAN
Foreword
Road accidents are not inevitable - the deaths and injuries to be expected
each year need not happen.
However, in order to reduce these accidents a major effort is required,
involving everyone in the community.
A great deal of work has already been done. East Ayrshire Council and
Strathclyde Police have a number of programmes in place and are working
with other agencies in an effort to reduce road accidents.
This document details this work, along with future programmes and ways
of working more effectively in joint initiatives.
However, road accidents are a problem which affect all of us, and there
is a need for everyone to play a part in reducing them, whether as individuals,
employers, communities or groups. I would ask you to read this document
with care and see if there is something you can do which will help this
overall effort. If we can all do our part we will make a difference and
our roads will be a lot safer.

Since
the Unitary Authorities have existed independently, I as Chief Constable
of Strathclyde Police have enjoyed, through the Joint Police Board the
full and unwavering co-operation across the entire spectrum of Local Authorities
and their constituent departments. This is evident in a variety of disciplines,
not least of which is that of Road Safety.
The Force "Spotlight" initiative is aimed at dramatically reducing
the fear of crime in all 12 Local Authority areas served by Strathclyde
Police. A vital component of this initiative is the generation of a sense
of security and well being to be enjoyed by the citizens whom we serve.
However, whilst spotlighting and targeting crime is essential to achieve
this, crime is NOT the sole safety related issue. The tragic toll of death
and injury upon our roads also impinges upon the public perception of
safety.
Sadly, a significant proportion of these casualties come from the sectors
of society who are perceived or perceive themselves to be most at risk
- the very young and elderly.
As in so many areas of endeavour, I am absolutely convinced that the
considerable efforts of my Force to promote safety on our roads cannot
succeed in isolation. Continued close co-operation, across the wide spectrum
of our partners and focused through the West of Scotland Road Safety Forum
is essential.
