Roads and Transportation
ROADS NETWORK MANAGEMENT SERVICE
The Roads Network Management Service is responsible for the administration,
inspection, maintenance and improvement of the public roads, footways
and street lighting in East Ayrshire. The service is locally-based. There
are two principal Area Offices – one in Kilmarnock and the other in Lugar.
In addition the public has easy access to the services through local Council
offices in communities throughout East Ayrshire, and widely advertised
telephone helplines. A headquarters unit, based at the main Roads Division
offices in Greenholm Street, Kilmarnock, ensures that a co-ordinated and
effective service is provided throughout East Ayrshire.
The main services provided are:

OPERATIONAL MANAGEMENT OF THE ROAD NETWORK
- PROVISION OF STREET LIGHTING
- ROAD, FOOTWAY AND STREET LIGHTING INSPECTIONS
Formal, recorded inspections at fixed intervals to ensure prompt
action on safety defects and to determine maintenance and improvement
requirements.
- ISSUE OF PERMITS
For road works by private contractors, scaffolding and skip permits.

CO-ORDINATION AND MONITORING
Of road works by public utilities.

ROUTINE MAINTENANCE PROGRAMMES
Includes road, footway and street lighting planned structural
maintenance. Ad-hoc repairs to safety fences, lighting columns, road
drainage.
Routine operations such as gully emptying, grass cutting, weed killing,
white lining, patching and pothole repairs are also carried out.

FLOOD PREVENTION
Routine inspection of watercourses, flood prevention schemes
and watercourse maintenance.

WINTER MAINTENANCE
Planning, procurement and management of winter gritting.

LIST OF PUBLIC ROADS
List of all roads which are adopted and maintained by the Roads
Department (available for public inspection).

DEVELOPMENT CONTROL
Checking road safety and construction standards of new development
roads prior to issuing Construction Consent.
Monitoring construction and final inclusion on the List of Public
Roads.
- ACCIDENTS AND EMERGENCY RESPONSE
Liaison and assistance to the Police and other emergency services
as required.
- CAR PARKS
Operational management of the multi-storey car park in Kilmarnock,
and surface car parks throughout East Ayrshire.
- TRAFFIC SIGNALS MAINTENANCE
Maintenance of all traffic signs within the Council area.
RALF (Roads and Lighting Faults), a 24-hour telephone helpline specifically
for roads and lighting faults.
