ROAD LIGHTING FAULTS
Although the Council carries out regular inspection, faults
inevitably occur between inspection periods. The Council’s ‘Roads and
Lighting Faults’ service (R.A.L.F.) operates a 24 hour, 365 days a year
freephone telephone service (0800 37 36 35) which members of the public
can use to report roads or lighting defects. Faults may also be reported
directly to the Roads and Transportation Division on 01563 576310 during
normal office hours.
REPORTING FAULTS
Each
lighting column has a number unique to that street (see image)and
although not essential, quoting this number when reporting any defect
will allow the Council to pass the defect to its contractor quicker resulting
in a better service.

REPAIRING FAULTS
Lighting repairs are normally completed within 3 working
days of being notified to the Council’s contractor, however there are
occasions where this is not possible due to faults such as an underground
cable fault or circumstances outwith the control of the Council such as
a failure of the electricity supply. The response
times for failures in Scottish Power electrical supplies are shown
in the table at the end of this page.
Where works require an excavation in the footpath or road the Council
is also obliged by law to seek public utilities information identifying
the location of underground services prior to carrying out any works.
This information typically takes 28 days to obtain and is in addition
to the contractors normal repair time.
TARGET REPAIR TIMES
Accident damaged plant or exposed electrical wiring:
attended and made safe within 2 hours.
Dark Lamps (single or two lamps in a row): attended
and if possible repaired within 3 working days of being notified to the
contractor.
Section of more than 3 and less than 10 lights out in
a row: attended and if possible repaired, next day.
Section of greater than 10 lights in a row: If reported
before 22:00 Hrs. attend and if possible repair within 2 hours. if after
22:00Hrs attend and if possible repair next day.
FAULTS OUTWITH THE CONTROL OF
THE COUNCIL
Much of the Council’s older lighting equipment receives
its electrical supply directly from Scottish Power PLC and cannot be repaired
by the Council’s own maintenance contractor. In the event of failure of
the electrical supply the Council must report this to Scottish Power PLC
for repair. Defects are normally FAXED to Scottish Power PLC no later
that the next working day.
