Roads and Transportation
CONTRACT SERVICES
Contract Services is the direct service provision arm of the Roads Department
and provides roads and transport services to the department. A major employer
within the Department, Contract Services has a workforce of approximately
82, delivering services valued at approximately £6 million.
ROADS CONTRACTS
Road Contracts is an established business unit, having competed successfully
with the private sector since its exposure to private competition in 1984.
As one of the first Council services to compete, its services have been
tested and proved to provide quality and value for money
With managerial, technical and administrative staff based in Greenholm
Street, and a workforce based at Galston and Cumnock, Roads Contracts
offers out a wide range of services to the Council such as:
CAR PARKS
Roads Contracts are responsible for the maintenance of car parks within
East Ayrshire, including 14 pay and display car parks within the Kilmarnock
area.
TRANSPORT SERVICES
East Ayrshire has a vehicle fleet of around 400 vehicles. These vary
from refuse vehicles, heavy lorries and buses to small vans. Transport
Services provide the Council with mechanical and repair service for the
majority of these. Management, administration and the well-trained work
force are based at Crookedholm Depot they are responsible for keeping
the Council fleet on the road. They offer to the Council the following
services,
- Fleet Management
The unit liases with all Clients on their vehicle and plant requirements,
using the specialised skills available within the department. The key
objective is to ensure that best value is achieved both for the individual
Client and the Council as a whole.
- Fleet Servicing and Repair
Full service schedules are prepared for all Council vehicles, and the
work is monitored to ensure the schedules are adhered to.
- Emergency Cover
During the winter maintenance period Transport Services provide an invaluable
service including outwith normal working hours to keep the gritters,
refuse vehicles and buses on the road.
- Vehicle Recovery
The workshop provide a 24 hour Breakdown / Recovery service in conjunction
with outside contractors. This is particularly important when the transport
affects school children or people with a disability.
- MOT Testing
The Transport Unit carries out MOT testing to the Council fleet throughout
the year. MOT testing is also carried out for registered taxicabs operating
within East Ayrshire Council.
- Client Services
The unit strives for efficiency and integrity of client costing at all
times, ensuring best value to the Council. The unit also:
- Maintains the ‘O’ Licence integrity
- Ensures all vehicles are complying with the Ministry of Transport
Regulations
- Applies management systems to ensure that all Council Vehicles
are displaying a current Road Fund Licence.
- Provision of Fuel
The unit ensures all Council vehicles have access to fuel points,
strategically placed throughout the area. Management information systems
ensure effectiveness and accountability.
