ALTERATION TO EAST AYRSHIRE LOCAL PLAN: CONSULTATIVE DRAFT
SUSTAINABLE APPRAISAL & STRATEGIC ENVIRONMENTAL ASSESSMENT
Alteration to the East Ayrshire Local Plan
In April 2003, East Ayrshire Council formally adopted the East Ayrshire
Local Plan. Although only recently adopted, it is recognised that the
Plan requires to be kept up to date in order to remain effective and,
in this regard, the Council agreed at its meeting on 4 May 2004 to start
preparation of an alteration to the document.
Sustainability Appraisal
As an integral part of the Local Plan preparation process, a Sustainability
Appraisal of the Alteration to the East Ayrshire Local Plan has been carried
out. The Alteration to the East Ayrshire Local Plan is required by legislation
to be subject to a Strategic Environmental Assessment, as it is a land
use document which sets the framework for future development consent.
Therefore, the Sustainability Appraisal itself contains a separate Environmental
Report, as required by the Environmental Assessment of Plans and Programmes
(Scotland) Regulations 2004, and socio-economic appraisal of the document.

What is Strategic Environmental Assessment?
Strategic Environmental Assessment (SEA) is a process for identifying
and assessing the environmental effects of a development plan so that
they may be taken into account before the plan is approved or adopted.
The assessment process requires that the objectives, policies and proposals
of those plans and programmes concerned are examined in relation to broader
environmental objectives, in order to identify their likely consequences
and, through an iterative process of assessment and adjustment, to prevent
or reduce the likely significant effects of the plan on the environment.
