BUILDING STANDARDS
The Building Standards Service is responsible for administering the legislation
which control the erection, demolition, conversion, extension and alteration
of buildings in order to safeguard the health and safety of people who
use or are around the building as well as having an input into the enforcement
of the Licensing (Scotland) Act 1976 and the Safety of Sports Grounds
Act 1975.
To deliver the most effective service to its users over the large geographical
area, East Ayrshire is split into seven districts as detailed on the Building
Standards Contacts link below. The seven districts are managed from two
area offices, one based in Kilmarnock and one in Lugar to deliver a customer
focused service within central locations. Within each office, the Building
Standards Team consists of a Principal Building Standards Surveyor assisted
by a Building Standards Surveyor for each district and supported by an
Assistant Surveyor. A Disability Awareness Advisor is also based at the
Kilmarnock Office and serves the entire geographical area. It is the Surveyors
task to examine plans and proposals for compliance with the technical
standards as well as assessing and initiating action to deal with emergencies
under the Dangerous Buildings Procedure.
The Building Standards Surveyors spend a large part of their time out
on site but are generally available between 9.00 a.m. and 10.00 a.m. each
day to assist and offer advice to the public on particular enquiries relevant
to their specific district. Outwith these hours Surveyors may be available
at the office or on site but only by prior appointment. However, to ensure
that general enquiries can be answered during the office opening hours
of 9.00 a.m. - 5.00 p.m. Monday to Thursday and 9.00 a.m. - 4.00 p.m.
on Friday, each office is staffed by a Building Standards Surveyor to
assist with your enquiry.

Building Standards Register
East Ayrshire Council, as verifier in terms of Section 24 of the Building (Scotland) Act 2003, is required to maintain a register of Building Warrants, Completion Certificates and Enforcement Notices. The Building Standards Register is split into two parts. Part I of the Building Standards Register specifically contains property data and is available online via the link below with Part II containing supporting documents, specification and plans which has limited access to interested parties only.

Who we are and what we do.
Application Fast Tracking
In certain circumstances Building Warrants and Completion Certificates may require to be processed as a priority application and dealt with more efficiently than applications processed against the Customer Charter Performance Targets. The prioritization of applications or fast tracking will be considered by the Building Standards Management Team where the applicant/agent provides a letter requesting application to be fast tracked and suitable justification is given that the application meets the following criteria:-
· The application is for the benefit of a disabled person; or
· The application is for minor works and the works are linked to a house sale etc; or
· The application relates to a project which for social or economic benefit to the Community; or
· The application with other special circumstances where specific mitigating circumstances are identified; or
· Where the application relates to a Scottish Type Approval System (STAS).
