Road opening permits


Anyone wishing to excavate in a public road, footway or footpath must obtain a road opening permit before doing so. Should you wish to apply for a road opening permit then there are several ways to do this:

  • By phone on the number listed in the contact information section
  • In person at our Council's offices, The Johnnie Walker Bond, 15 Strand Street, Kilmarnock, KA1 1HU
  • Via email listed in the contact information section
  • Download a copy of our Road Opening Permit application form and its associated conditions from the Online Forms section and return to us

Please be aware of the following:

  • A road opening permit can take up to a maximum of three working days to be processed. Please make sure that any work related to the permit is planned accordingly
  • Any road opening permit is subject to conditions as set out by the Roads and Transportation Service
  • Should your application for a road opening permit be rejected, the cost of the application is non-refundable
