Benefits changes 2013


 

 

The UK Government is implementing a programme of welfare reform. From April 2013 there will be changes to the welfare benefits system which will affect people of working age i.e. aged 18 – 64 (from age 16 in certain circumstances).

Planned benefit changes

April

  • Housing benefit payments adjusted for under-occupancy levels
  • Scottish Welfare Fund established to replace community care grants and crisis loans for living expenses  
  • Council Tax Replacement Scheme established to replace Council Tax Benefit

June

  • Personal Independence Payments (PIP) to replace Disability Living Allowance (DLA) for new claimants

 

Summer

  • Benefits Cap introduced

 

October

  • existing DLA claimants assessed for new PIP benefits
  • introduction of new Universal Credit for new claimants of Job Seekers allowance, Employment and Support Allowance, Income Support, Child Tax Credit, Working Tax Credit and Housing Benefit
