Tenders and contracts
Contracts for works, supplies and services are awarded after formal tendering in the market place. All of our procurement is carried out in compliance with EU Procurement Directives & Regulations, UK Competition Law and best practice.
We are committed to carrying out our contract procurements in a professional, discrete, confidential and transparent manner. This page and its links are designed to make contractors aware of the way that contracts are procured with an emphasis on electronic communications and e-tendering.
Many of our tendering exercises use the Most Economically Advantageous Tender award criteria to ensure that “Best Value” contracts are secured. The actual award criteria and their weightings are always stated in the tender documents. Feedback to unsuccessful tenderers is always provided to assist them in future projects.

Email addresses
It must be noted that contractors/tenderers will only receive email returns to the original email address used when requesting a future Tender Notice or Expression of Interest. The Council will not be responsible for misdirected emails where contractors/tenderers change their email address during a procurement process.

Please route any general enquiries through one of the above links. Should you have any project specific enquiries these should be routed through the officer designated in the tender documents/invitation to tender.
Comments and suggestions
We are continually looking at ways to improve the way tenders are sought, evaluated and contracts awarded and would appreciate contractor’s feedback.
Complaints
Should you have a genuine complaint about any aspect of the procurement processes undertaken by any of the above procurers of contracts, please contact us stating the following:

general nature of the complaint

full description of the complaint

name of the Council officer dealing with (or who dealt with) the procurement of the contract
You will receive confirmation of receipt within 24 hours and a detailed response within three working days. Should you still not be satisfied with the response you may request that the matter is raised at the next Procurement Working Group Meeting, which is the forum for dispute resolution in procurements.
